Are pokeball seals a thing? If so where do we get them and how much will they cost?

After thorough research I've decided my answer. They are a thing. They are largely used, in this universe, in competitions like beauty competitions or cute competitions, though some other extravagant trainers do use them. They work by projecting light out when your pokemon leaves its poke ball. Because of this, they are not cheap! If you were interested in buying them, you could find them in any shopping mall, just like any other item.

Do you have any way in particular that you're handling weather? Random? Based on weather patterns irl? I'm talking natural weather, not stuff whipped up by the presence of a legendary. Though that would also be neat to know about.

Weather is not randomized by a number generator in any way. It is solely at the discretion of the GM in charge at the time. As for legendary encounters and their affect on the weather, that would depend on the legendary in question and whether or not they had an effect on the weather. It is not randomly generated either.

How is currency handled? One World Currency or are exchange rates applied?
Are we assuming trainers get various shots before their journey? Or is it no preperation at all aside from stuff you bring along? If one was to go from one content to another, illness would be possible depending on where they're from and going too.
Finally, are pokeblocks and poffins obtainable/makeable? If so, where and do you have to pay to use machines to cook them/spin them?

What stops us from using the pokedex to scan the level/nature/ability of any pokemon we come across [wild/trainer pokemon]?

I'm sorry I didn't see you before SmexyTheif. I'll answer you now.
Exchange rates would apply but travel over countries is generally just done for pokemon training and capturing. Anything else is subject to a pokedex check, which would show where you are from.
As far as shots go, it's not something I've factored into the game, though it could be assumed that you must have shot records before you can receive your first pokemon and your pokedex.
As of now, poffins and the like are a "broken" (endless) item for the sake of convenience in the game. The game is always growing in accuracy though and I'm sure that is something that will be handled in the future as well.
Pokemon Contests are a thing!

Merc, the Pokedex can only scan so much information. Some information is only "scannable" once you have the pokemon's data through a pokeball.
